Vacancy First Level Controller (0.5 FTE)

We are looking for

an experienced and committed bookkeeper/accountant who is adept at figures and rules and who is enthusiastic about contributing to the success and further development of the Interreg V-A EMR programme. A good understanding of and practical experience with performing financial audits and controls of public procurement rules in the case of funding projects is a prerequisite for candidates who are interested in this vacancy.

FLC work

Project partners from Belgium, Germany and the Netherlands from approved projects for the Interreg V Meuse-Rhine Euroregion programme submit periodic reports in our electronic monitoring system (eMS), an online reporting application, in which they account for the project costs incurred. The FLC uses the cost catalogue to check whether this reporting complies with the regulations. Projects are also checked on the basis of random samples.

The checks focus on the project costs submitted in various cost categories, for which specific rules have been drawn up for each category in the cost catalogue, based on the applicable European regulations. In addition to being able to apply the specific programme rules, it is important to have knowledge of procurement and VAT legislation. To get a good idea of the work to be carried out during the audits, a brief overview is provided below.

Audit work to be performed

  • Have the correct documents required by the cost catalogue been submitted?
  • Has the information in the submitted documents been correctly applied?  
  • Have the data been correctly registered in eMS?
  • Have the procurement rules been correctly followed?
  • Reporting findings per cost line;
  • Verifying cost line in eMS, if necessary with deduction of rejected costs and assigning these rejected costs to category;
  • Completing checklist to confirm audit carried out;
  • Projects are submitted from the Netherlands, Belgium, and Germany.

The activities also include keeping various basic data up to date and providing support in invoicing the FLC costs to the project partners and following this up.

Our requirements

  • A completed financial training programme – at least at senior secondary vocational (MBO) level;
  • The range of tasks can be adapted in consultation when the necessary knowledge and experience is available;
  • Strong analytical skills and the ability to properly structure and present complex issues.
  • Commitment to cross-border cooperation;
  • Intrinsic motivation and a positive attitude towards changes and challenges;
  • Well-developed communication, presentation, moderator, and teamwork skills;
  • Ability to maintain contacts with project partners and the staff of the bodies involved in the programme;
  • Sufficient knowledge of Word and Excel.
  • Experience in financial management;
  • Involvement, accuracy, and reliability.
  • Ability to work under stress;
  • Meticulousness and a sense of quality;
  • Ability to take the initiative and excellent communication skills.

We offer

An interesting part-time job (19/38-hour working week) at a gross monthly salary of up to € 2,500 based on a full-time appointment (depending on age, education, and experience).

Practical

  • Start date: in consultation;
  • Contract duration: 12 months with possibility to extend;
  • Work location – Gouvernement Maastricht, Limburglaan 10, NL-6229 GA Maastricht;
  • Employed based on contract at EGTC Euregio Meuse-Rhine, Gospertstraße 42, B-4700 Eupen.
